The arrival of the Kamogata karu with a con- signment of Sikhs for Vancouver has left the Sikhs in China in a very disturbed state of mind, on account of the enormous wages said to be obtainable in Canada. The Sikh will go anywhere in search of money and if he can con- veniently break a contract to better himself, he will do so without the least hesitation. The suggestion that the passengers on the Kamogata Laru will return to India and start

a revolution is unworthy of consideration. I am of opinion that the Kamogata baru is being very carefully watched by the British Govern- ment.

It contains some of the riff-raff of

India China( i.e. natives of ada), and their idea

is simply and solely to make money. If Canada will not admit them, then they will possibly raise the cry of illtreatment as British Sub- jects. That there are sedition-mongers on board is probable. in order to raise money, the organisers of this journey have already resorted to questionable tactics in the shapе of threatening letters, &C.

.: If, in the opinion of the Consul General, the seditious movement in Hankow should assume serious proportions, I beg to suggest an en- quiry by a qualified British Officer of some Sikh Regiment, ( of the rank of captain or senior-) who would, no doubt, arrive at the bottom of the matter in a very short time.
